Where and when will you use the lights?
If you normally commute to work in daylight and dim light, a simple set of front and rear turn signals should suffice. If you are driving before sunrise and after sunset, a more powerful headlamp is required to pair with a flashing taillight. And while it may seem counterintuitive, remember that the brighter the ambient light, the brighter the system you'll need for visibility. The rear turn signals that put out 15 lumens may appear bright after dark, but are more difficult to distinguish in bright sunlight.
Do you need just a taillight or a complete set?
A rear turn signal light is a good place to start if you don't have lights right now and are driving only in daylight. But keep in mind that being seen from the front is also important for safety. Also, if you're driving at night, you'll want to be able to see what's in front of you.
